You bring up good points but again I feel I must reiterate the points brought up. The system suggested that before any jacking/killing can occur the people in question need to have had several warnings. On top of this if they are leaving for a bit, be it a week two or an unspecified ammount of time. They need only post on the OOC board this is the case as opposed to just vanishing to have their chars put in the safety zone. If they don't take advantage of this after multiple warnings then really it kinda indicates that they would not be planning on returning.
However I suppose we must take account of laziness, or changing minds. Personally I'm still for the killing, as with certain chars if you wanted a bio raid then leaving the person still alive would likely be an OOC action. And if you were forced to apply to that then you'd be discounted out of the whole bio raid thing. Plus ressurection rules still give back all your experience. So my suggestion!
Kaz's stuff - Can't bio raid if the person has posted OOC notice to their absense - Person needs to have multiple warnings about their inactivity making them vulnerable, then a notice about interest in a raid. - Permission needs to be gained for raid.
Jack Addition - Items can be jacked but exp/texp remain with char for ressurection/ character change purposes should they return - If killing is to be an option. An NPCC coordinator or MLC member should fight using the char on behalf of the inactive member if they are not returned. Giving them a chance to at least win, or if thats not an option. Run for the high hills.
Kazakura's Proposal:
Updaters Here at DoR, members perform their own character updates. If someone doesn't want to do their own updates, they can 'hire' another member to update their character for them. The updating member will be rewarded with 200 exp per thread update for a character. You cannot be an updater if an updater updates you!
As an updater, I found that I was doing daily updates on the same thread or even just an SL Calculation or TXP gathering. 200 exp a day seemed a bit excessive for updating the same thread daily. And not charging for the SL Calculation or TXP gathering was a bit off. So here are some of my suggestions.
1. All updates are worth 100 exp (for each day or for just a single thread or for a single SL calculation)
2. A sliding scale at the end of the thread if you update them daily 200 exp x 1.x (x= number of days updated) Any other calculation like txp gathering or SL are a flat 200 exp. -Example: Thread A has been updated for 5 days. At the end of the thread the updater gets 300exp (200 x 1.5) -Example: Character A needs a single thread updated. Updater gets 200 exp. (was not updated daily)

I got to thinking. With Mariko gone it only gives the dark council one vote.
Perhaps there should be a neutral side person that acts as a sub when one of the members is out for an extended or unknown amount of time.

That removes the need of new items. Another possible reward would be information. Info would work in the sense that a "quest" like finding a Special Blacksmith or Village Raid that requires NPCC interaction could then be done as a solo of 1000-2000 words or something like that.

I like this, bar the point about TEXP. Personally I think TEXP is being used already as an all too easy way to build your character without actually having to try when posting. I like the point about information gathering. I

To take things a step further tho, I wouldn't mind seeing maybe 1-2 soloable quests for everyone to complete every month, which a lighter reward like EXP x1.25 or bonus # of items granted in addition to the larger monthly SIC-style quest. Just so that the world has major events that occur. So like one month, there could be a drought in City A or bandit attacks have been getting out of control. Demons have been creating chaos in the forest near one of the main northern forest villages. You get the drift.

Jenn has not actually vanished from the face of the earth, her power company accidentally cut her cable/phone line thingy so she is without phone and internet for however long it takes for the cable company to send out line techs with a bucket truck to fix the problem.
