All Foreigners in possessions of weapons must hand them over to bases to be held before entry to Inanis can be gained.
Phase II: Unauthorized use of Magic outside of wartime is forbidden within Inanis, and is punishable by the fullest extent of the law.
Phase III: A person is not justified in the use of force to resist an arrest by a law enforcement officer, or to resist a law enforcement officer who is engaged in the execution of a legal duty, if the law enforcement officer was acting in good faith and he or she is known, or reasonably appears, to be a law enforcement officer.
Phase IV: A person shall be sentenced to life imprisonment without eligibility for release upon findings by the trier of fact that, beyond a reasonable doubt that the person committed murder and a death sentence was not imposed, attempted murder, or attempted felony murder.
Phase V: A person commits theft if he or she knowingly obtains or uses, or endeavors to obtain or to use, the property of another with intent to, either temporarily or permanently Deprive the other person of a right to the property or a benefit from the property or Appropriate the property to his or her own use or to the use of any person not entitled to the use of the property and shall be punished to the fullest extent of the law.
Phase VI: Whoever commits such acts as are of a nature to corrupt the public morals, or outrage the sense of public decency, or affect the peace and quiet of persons who may witness them, or engages in brawling or fighting, or engages in such conduct as to constitute a breach of the peace or disorderly conduct, shall be punished based on the nature of the offense.
Phase VII: Whoever knowingly gives false information to any law enforcement officer concerning the alleged commission of any crime will be punished to the full extent of the law.
Phase VIII: Whoever in any manner disguises himself or herself with intent to obstruct the due execution of the law, or with the intent to intimidate, hinder, or interrupt any officer, beverage enforcement agent, or other person in the legal performance of his or her duty or the exercise of his or her rights under the Sacred Testament of Inanis, whether such intent is effected or not, shall be guilty and punished to the fullest extent of the law.

| Name: Kotake About:Kotake is the twin sister of Koume, and one of the council members of Inanis. Kotake is rather cool and well composed even in most situations that would cause cool individuals to break. Her red button is her Sister Koume of which she finds herself getting in arguements alot with. She spends alot of her time in the house of Noah, Studying up on the water and ice element despite the fact that she is incapable of utilizing magic. From time to time when she is studying, she's hanging out with her sister Koume at one of the few taverns in Inanis. | | Name: Koume About: Koume is the twin sister of Kotake, and like her is one of the council members of Inanis. Koume unlike her Sister Kotate is a hothead, getting angry rather quickly. One of the Main things that pushes her over the edge is her Sister Kotake of which she finds herself getting in arguements alot with. She spends alot of her time in the house of Noah, Studying up on the Fire and Magma element despite the fact that she is incapable of utilizing magic. From time to time when she isn't studying, she's hanging out with her sister Kotake at one of the few taverns in Inanis. | | Name: Tanya About: Tanya is a former soldier of the Rekku Army, and because of that is very well respected within the city. She spend most of her time living at home and training. When it comes to situations regarding the community directly, people go to her for solutions. Even though Tanya is retired, she acts as leader of the Citizens who are capable of Combat and possess the Title of The Blazing Steel. She is ultimately a very kind person who does her best to try to protect all of the members of the community, though she do get antsy if she doesn't train. | | Name: Takayanagi About: Takayanagi is a professional school teacher at Valesti Universty, and is well known for her strict methods. She has taught most of the very successful people in Inanis today and holds the title of Drill Sergent, a title given to her by the students themselves. Outside of the school environment she switch completely, becoming someone cool fun, though sometimes her habbits from school carries over to the outside. Every time Noah is looking to get more workers, he sends them to her to be trained and taught. | | Name: Sora About: Sora is a Student at Valesti University and is a personal friend of both Noah and Shura. She works at the Twilight Tavern and is well known throughout Inanis as she is the architect behind Most of the buildings within Inanis. She's down to earth, though sometimes she gets emotional and give Noah a piece of her mind when he appears to be out of line despite him being her king as well. She is also one of the individuals that The King has allowed to live within The House of Noah. | | Name: Shura About: He enjoys causing trouble; he claims to love humanity, and greatly enjoys putting people in miserable or chaotic situations in order to observe their reactions. He also has a thorough understanding of human behavior and tendencies and is able to determine people's thoughts and predict their reactions with high accuracy. Shura is a powerful and skilled underground informant in Inanis. He usually gives information for his own enjoyment, but when there is no Joy for him to get out of it, then there is a Hefty price to pay. Before the event of people losing their strength, he was appointed a Council member of Inanis | | Name: Serah About: Serah is also one of the residence who live within the House of Noah. She has a job as an interior decorator for peoples weddings and she personally manages the Garden of Eden. People know her as Flower Girl Serah because sometimes she deliver flowers all over the city to brighten people days, and though she doesn't do it for profit, people compensate her for the job. She is a cheerful girl who enjoys helping others in anyway she can. This leads her to attempt things that she is not necessarily good at, such as cooking and sewing. | | Name: Rosalyn About: Rosalyn is a Priestess of the Church, and is very concerned about manners for her young age. Rosalyn is often put off by Galatea's lack of respect for anyone asides Noah, and often attempts to give her lectures on that. Possessing great intellect, she sometimes appear as condescending to others, though it is not intentional. She performs all the jobs of a Priestess within Inanis. | | Name: Pheara About: Pheara is one of the residence of Inanis who people respect. Like Tanya, she is a retired soldier of the Rekku Army and now is a stay at home Mom. She is apart of the Militia of Inanis and is best friends with Tanya. Pheara is a little strict with her kids, wanting them to become the best that they can be. When she was in the Rekku Army, she possessed the title " Pheara the Fearsome ". | | Name: Misuko About: Misuko is darling, and is loved very much within the city. She is the head of the Hospital as well as the personal doctor of those who live within the House of Noah. She is kindhearted and very determined when it comes to her work because she don't like the feel of losing a patient. Even though she is the head of the hospital, Misuko is also a council member of Inanis. | | Name: Mei About: Mei has a very fiery personality. She is always ready to defend her pride, and doesn't take any insults from anybody. She train people to fight and utilize weapons as well as in charge of weapon permits. She especially dislikes thugs, seeing them as people who are too cowardly to fight people one on one. However to those who have earned her respect, Mei is a very loyal friend. She is willing to defend their honor just as she would her own. She possess a secret crush on The leader of Theden Yuki. | | Name: Lera About: Lera is one of the fun figures of Inanis, being filled with energy and peppy. She is a major tease, definitely with younger guys because she enjoys their reactions. Lera is somewhat wealthy, but its not because she has a well paying job. Most of the stuff she possess were stolen from other individuals, and she does it so well that people don't even realize that she's a thief. | | Name: Galahand About: Galahand is a wealthy individual of Inanis. He is one of the most unique individuals, in that he does not fit the usual citizen of Inanis roles, although he is very amusing. With his misplaced vanity, ludicrously inflated ego, and skewed loyalties, he continually throws other individuals through loops, often leaving them highly confused or speechless. He is a Merchant and runs the Twilight District. | | Name: Fiona About: Fiona is the Daughter of Misuko, and there for is already loved by the community. She is extremely shy and very kindhearted, loving the idea of being friends with people. She has aspirations to become a doctor just like her mother so she can help people. Her and Jade are best friends, and therefore Kimi considers her like another daughter. | | Name: Fey About: Fey is in charge of Inanis Treasury as well as the Currency converter, so she is always meeting new people. Her peppy personality makes her a joy to be around, and though she appears kind, she can also be very fierce, kicking ass when it is needed. Fey is always hounding Noah about using the Treasury to pay off various personal things, though she believes that all her words go in one ear and out the other. | | Name: Connor About: Connor is possibly the most intellectual individual in Inanis, spending 98% of his time studying. Like Shura, Misuko, Koume and Kotake, he is also a Council member of Inanis and the final member. His words weigh heavy on decisions that are made in Inanis from day to day, and especially during times of crisis. He is a passionate scholar who has a tendency to read on the battlefield and unintentionally neglect the people he cares for. His curiosity knows no bounds, which leads to a rather interesting conversation with Noah. | | Name: Ashane About: Ashane, The Inanis whirlwind due to her energy and making people happy. She is point people out when they do things that aren't right, and like helping people whenever she can. Ashane assists Bruno at Machina, being very capable of handling weapons very well for a girl her size and age. | | Name: Brenda About: Brenda is a one of the unsavory characters in Inanis who is also part of the Militia. She's reckless and don't have any regards for others people safety. She spends a lot of her time at different taverns, getting drunk and starting problems. It is because she is an individual who fights for Inanis that people tolerate her, though often refer to her as a Bitch. | | Name: Bruno About: Bruno is possibly the Only Onikonjou within Inanis, though that is because he defy the very nature of being an Oni, being someone with a very kind and gentle heart. He is protective of the people he care about and the people of Inanis, which is why he is apart of the Militia. He works as a Blacksmith and owns most of the blacksmith shops and armories, though he work at Machina with the assistance of Ashane. | | Name: Aqua About: Aqua is one of the few spirits within Inanis that isn't apart of the Military but is apart of the Militia. She doesn't talk much and keeps to herself. She has a huge crush on Noah, believing he is the only person who relates to her due to the fact that they both are Kami's from Caelestic Regnum. Even though she attempts to Isolate herself, the people of Inanis loves her very much. She also leads a group of people who manages the river that passes through various points of Inanis, keeping it clean. People often mistake her for a spirit made out of water. |

- Inanis Sacred Testament:
Phase I: Possession of Weaponry without a Weapon's permit is forbidden within Inanis, and is punishable by the fullest extent of the law. All Foreigners in possessions of weapons must hand them over to bases to be held before entry to Inanis can be gained.
Phase II: Unauthorized use of Magic outside of wartime is forbidden within Inanis, and is punishable by the fullest extent of the law.
Phase III: A person is not justified in the use of force to resist an arrest by a law enforcement officer, or to resist a law enforcement officer who is engaged in the execution of a legal duty, if the law enforcement officer was acting in good faith and he or she is known, or reasonably appears, to be a law enforcement officer.
Phase IV: A person shall be sentenced to life imprisonment without eligibility for release upon findings by the trier of fact that, beyond a reasonable doubt that the person committed murder and a death sentence was not imposed, attempted murder, or attempted felony murder.
Phase V: A person commits theft if he or she knowingly obtains or uses, or endeavors to obtain or to use, the property of another with intent to, either temporarily or permanently Deprive the other person of a right to the property or a benefit from the property or Appropriate the property to his or her own use or to the use of any person not entitled to the use of the property and shall be punished to the fullest extent of the law.
Phase VI: Whoever commits such acts as are of a nature to corrupt the public morals, or outrage the sense of public decency, or affect the peace and quiet of persons who may witness them, or engages in brawling or fighting, or engages in such conduct as to constitute a breach of the peace or disorderly conduct, shall be punished based on the nature of the offense.
Phase VII: Whoever knowingly gives false information to any law enforcement officer concerning the alleged commission of any crime will be punished to the full extent of the law.
Phase VIII: Whoever in any manner disguises himself or herself with intent to obstruct the due execution of the law, or with the intent to intimidate, hinder, or interrupt any officer, beverage enforcement agent, or other person in the legal performance of his or her duty or the exercise of his or her rights under the Sacred Testament of Inanis, whether such intent is effected or not, shall be guilty and punished to the fullest extent of the law.
Phase IX: Treason against the City of Inanis shall consist only in levying war against the same, or in adhering to the enemies thereof, or giving them aid and comfort. Whoever commits treason against this City shall be guilty, punishable by Death.

- Inanis Sacred Testament:
Phase I: Possession of Weaponry without a Weapon's permit is forbidden within Inanis, and is punishable by the fullest extent of the law. All Foreigners in possessions of weapons must hand them over to bases to be held before entry to Inanis can be gained.
Phase II: Unauthorized use of Magic outside of wartime is forbidden within Inanis, and is punishable by the fullest extent of the law.
Phase III: A person is not justified in the use of force to resist an arrest by a law enforcement officer, or to resist a law enforcement officer who is engaged in the execution of a legal duty, if the law enforcement officer was acting in good faith and he or she is known, or reasonably appears, to be a law enforcement officer.
Phase IV: A person shall be sentenced to life imprisonment without eligibility for release upon findings by the trier of fact that, beyond a reasonable doubt that the person committed murder and a death sentence was not imposed, attempted murder, or attempted felony murder.
Phase V: A person commits theft if he or she knowingly obtains or uses, or endeavors to obtain or to use, the property of another with intent to, either temporarily or permanently Deprive the other person of a right to the property or a benefit from the property or Appropriate the property to his or her own use or to the use of any person not entitled to the use of the property and shall be punished to the fullest extent of the law.

Phase VI: Whoever commits such acts as are of a nature to corrupt the public morals, or outrage the sense of public decency, or affect the peace and quiet of persons who may witness them, or engages in brawling or fighting, or engages in such conduct as to constitute a breach of the peace or disorderly conduct, shall be punished based on the nature of the offense.
Phase VII: Whoever knowingly gives false information to any law enforcement officer concerning the alleged commission of any crime will be punished to the full extent of the law.
Phase VIII: Whoever in any manner disguises himself or herself with intent to obstruct the due execution of the law, or with the intent to intimidate, hinder, or interrupt any officer, beverage enforcement agent, or other person in the legal performance of his or her duty or the exercise of his or her rights under the Sacred Testament of Inanis, whether such intent is effected or not, shall be guilty and punished to the fullest extent of the law.

| Name: Kotake About:Kotake is the twin sister of Koume, and one of the council members of Inanis. Kotake is rather cool and well composed even in most situations that would cause cool individuals to break. Her red button is her Sister Koume of which she finds herself getting in arguements alot with. She spends alot of her time in the house of Noah, Studying up on the water and ice element despite the fact that she is incapable of utilizing magic. From time to time when she is studying, she's hanging out with her sister Koume at one of the few taverns in Inanis. | | Name: Koume About: Koume is the twin sister of Kotake, and like her is one of the council members of Inanis. Koume unlike her Sister Kotate is a hothead, getting angry rather quickly. One of the Main things that pushes her over the edge is her Sister Kotake of which she finds herself getting in arguements alot with. She spends alot of her time in the house of Noah, Studying up on the Fire and Magma element despite the fact that she is incapable of utilizing magic. From time to time when she isn't studying, she's hanging out with her sister Kotake at one of the few taverns in Inanis. | | Name: Tanya About: Tanya is a former soldier of the Rekku Army, and because of that is very well respected within the city. She spend most of her time living at home and training. When it comes to situations regarding the community directly, people go to her for solutions. Even though Tanya is retired, she acts as leader of the Citizens who are capable of Combat and possess the Title of The Blazing Steel. She is ultimately a very kind person who does her best to try to protect all of the members of the community, though she do get antsy if she doesn't train. | | Name: Takayanagi About: Takayanagi is a professional school teacher at Valesti Universty, and is well known for her strict methods. She has taught most of the very successful people in Inanis today and holds the title of Drill Sergent, a title given to her by the students themselves. Outside of the school environment she switch completely, becoming someone cool fun, though sometimes her habbits from school carries over to the outside. Every time Noah is looking to get more workers, he sends them to her to be trained and taught. | | Name: Sora About: Sora is a Student at Valesti University and is a personal friend of both Noah and Shura. She works at the Twilight Tavern and is well known throughout Inanis as she is the architect behind Most of the buildings within Inanis. She's down to earth, though sometimes she gets emotional and give Noah a piece of her mind when he appears to be out of line despite him being her king as well. She is also one of the individuals that The King has allowed to live within The House of Noah. | | Name: Shura About: He enjoys causing trouble; he claims to love humanity, and greatly enjoys putting people in miserable or chaotic situations in order to observe their reactions. He also has a thorough understanding of human behavior and tendencies and is able to determine people's thoughts and predict their reactions with high accuracy. Shura is a powerful and skilled underground informant in Inanis. He usually gives information for his own enjoyment, but when there is no Joy for him to get out of it, then there is a Hefty price to pay. Before the event of people losing their strength, he was appointed a Council member of Inanis | | Name: Serah About: Serah is also one of the residence who live within the House of Noah. She has a job as an interior decorator for peoples weddings and she personally manages the Garden of Eden. People know her as Flower Girl Serah because sometimes she deliver flowers all over the city to brighten people days, and though she doesn't do it for profit, people compensate her for the job. She is a cheerful girl who enjoys helping others in anyway she can. This leads her to attempt things that she is not necessarily good at, such as cooking and sewing. | | Name: Rosalyn About: Rosalyn is a Priestess of the Church, and is very concerned about manners for her young age. Rosalyn is often put off by Galatea's lack of respect for anyone asides Noah, and often attempts to give her lectures on that. Possessing great intellect, she sometimes appear as condescending to others, though it is not intentional. She performs all the jobs of a Priestess within Inanis. | | Name: Pheara About: Pheara is one of the residence of Inanis who people respect. Like Tanya, she is a retired soldier of the Rekku Army and now is a stay at home Mom. She is apart of the Militia of Inanis and is best friends with Tanya. Pheara is a little strict with her kids, wanting them to become the best that they can be. When she was in the Rekku Army, she possessed the title " Pheara the Fearsome ". | | Name: Misuko About: Misuko is darling, and is loved very much within the city. She is the head of the Hospital as well as the personal doctor of those who live within the House of Noah. She is kindhearted and very determined when it comes to her work because she don't like the feel of losing a patient. Even though she is the head of the hospital, Misuko is also a council member of Inanis. | | Name: Mei About: Mei has a very fiery personality. She is always ready to defend her pride, and doesn't take any insults from anybody. She train people to fight and utilize weapons as well as in charge of weapon permits. She especially dislikes thugs, seeing them as people who are too cowardly to fight people one on one. However to those who have earned her respect, Mei is a very loyal friend. She is willing to defend their honor just as she would her own. She possess a secret crush on The leader of Theden Yuki. | | Name: Lera About: Lera is one of the fun figures of Inanis, being filled with energy and peppy. She is a major tease, definitely with younger guys because she enjoys their reactions. Lera is somewhat wealthy, but its not because she has a well paying job. Most of the stuff she possess were stolen from other individuals, and she does it so well that people don't even realize that she's a thief. | | Name: Galahand About: Galahand is a wealthy individual of Inanis. He is one of the most unique individuals, in that he does not fit the usual citizen of Inanis roles, although he is very amusing. With his misplaced vanity, ludicrously inflated ego, and skewed loyalties, he continually throws other individuals through loops, often leaving them highly confused or speechless. He is a Merchant and runs the Twilight District. | | Name: Fiona About: Fiona is the Daughter of Misuko, and there for is already loved by the community. She is extremely shy and very kindhearted, loving the idea of being friends with people. She has aspirations to become a doctor just like her mother so she can help people. Her and Jade are best friends, and therefore Kimi considers her like another daughter. | | Name: Fey About: Fey is in charge of Inanis Treasury as well as the Currency converter, so she is always meeting new people. Her peppy personality makes her a joy to be around, and though she appears kind, she can also be very fierce, kicking ass when it is needed. Fey is always hounding Noah about using the Treasury to pay off various personal things, though she believes that all her words go in one ear and out the other. | | Name: Connor About: Connor is possibly the most intellectual individual in Inanis, spending 98% of his time studying. Like Shura, Misuko, Koume and Kotake, he is also a Council member of Inanis and the final member. His words weigh heavy on decisions that are made in Inanis from day to day, and especially during times of crisis. He is a passionate scholar who has a tendency to read on the battlefield and unintentionally neglect the people he cares for. His curiosity knows no bounds, which leads to a rather interesting conversation with Noah. | | Name: Ashane About: Ashane, The Inanis whirlwind due to her energy and making people happy. She is point people out when they do things that aren't right, and like helping people whenever she can. Ashane assists Bruno at Machina, being very capable of handling weapons very well for a girl her size and age. | | Name: Brenda About: Brenda is a one of the unsavory characters in Inanis who is also part of the Militia. She's reckless and don't have any regards for others people safety. She spends a lot of her time at different taverns, getting drunk and starting problems. It is because she is an individual who fights for Inanis that people tolerate her, though often refer to her as a Bitch. | | Name: Bruno About: Bruno is possibly the Only Onikonjou within Inanis, though that is because he defy the very nature of being an Oni, being someone with a very kind and gentle heart. He is protective of the people he care about and the people of Inanis, which is why he is apart of the Militia. He works as a Blacksmith and owns most of the blacksmith shops and armories, though he work at Machina with the assistance of Ashane. | | Name: Aqua About: Aqua is one of the few spirits within Inanis that isn't apart of the Military but is apart of the Militia. She doesn't talk much and keeps to herself. She has a huge crush on Noah, believing he is the only person who relates to her due to the fact that they both are Kami's from Caelestic Regnum. Even though she attempts to Isolate herself, the people of Inanis loves her very much. She also leads a group of people who manages the river that passes through various points of Inanis, keeping it clean. People often mistake her for a spirit made out of water. |
